California has the most public-school students in America. So it must have the most teachers too… right? Wrong — and the reason is worth thinking about.

Why does Texas hire more teachers per student? Rules about class sizes, more small-town schools that each need their own staff, and state budget choices could all play a part — the exact mix isn't something one table can prove.
